Project Description
The position is available for the “Integrated Urban Water Management at the Centre of Municipal Public Services” project supported by an international development agency. The project’s duration is 36 months. The position is available for 30 (Thirty) working days (man days) over the period of 21 August to 31 October 2025.

Background
Munshiganj Municipality faces growing challenges in managing solid waste due to rapid urbanization, population growth, and limited infrastructure. Most collected waste is disposed of without proper segregation or recovery, resulting in environmental pollution and missed opportunities for recycling and composting.
To address these issues, the municipality plans to establish a Material Recovery Facility (MRF) to improve waste sorting, recycling, and resource recovery. A feasibility study is required to assess the technical, financial, environmental, and institutional aspects of constructing and operating an MRF within the municipal area.
Objective of the Assignment
The objective of this consultancy is to assess the feasibility of establishing a Material Recovery Facility (MRF) in Munshiganj Municipality and to develop a comprehensive feasibility report that provides evidence-based recommendations, site and technology options, operational models, and investment requirements.
Job Responsibilities / Scope of Work
The Short-term Consultant is a temporary position to undertake rapid environmental and social assessment of the proposed site and prepare a feasibility report for a Material Recovery Facility in Munshiganj Municipality, Munshiganj District. His/her specific duties and responsibilities will mainly cover:
A. Baseline Assessment:
- Review current solid waste generation, collection, and disposal practices in the municipality.
- Quantify and characterize waste streams, with emphasis on recyclables and organic components.
- Identify existing informal and formal recycling practices and actors.
B. Site Assessment:
- Evaluate potential sites for MRF construction, considering land availability, access, environmental risks, and legal status.
- Recommend one or more suitable sites with justification.
C. Technical and Operational Design:
- Propose suitable MRF technologies (manual/semi-automated), processing capacity, and layout.
- Identify key equipment and infrastructure requirements.
- Suggest appropriate operational models, including integration with municipal systems and the informal sector.
D. Financial and Economic Analysis:
- Estimate capital investment and operational costs.
- Identify potential revenue streams (sale of recyclables, compost, carbon credits, tipping fees).
- Conduct a cost-benefit analysis and explore financing options (PPP, donor funding, municipal investment).
E. Institutional and Legal Review:
- Analyze current municipal capacity and institutional framework for solid waste management.
- Review legal and regulatory requirements for MRF development.
- Recommend institutional arrangements for construction, operation, and monitoring.
F. Environmental and Social Considerations:
- Identify potential environmental impacts and suggest mitigation measures.
- Assess social implications, including potential impacts on informal waste workers and adjacent communities.
G. Preparation of Final Feasibility Report:
- Submit a comprehensive report with findings, site analysis, design options, financial models, risk assessment, and actionable recommendations.
- Compile a complete Feasibility Report comprising:
- Executive summary
- Justification and site context
- Survey tools and results
- Detailed design and layout drawings
- Cost estimate and BoQ
- Implementation plan with timeline
- O&M recommendations
- Environmental and Social Risk Assessment and mitigation measures
Deliverables
- Draft Feasibility Report (including all technical, financial, and institutional analyses).
- Final Feasibility Report (addressing feedback, including executive summary, maps, charts, and financial tables).

Duration and Location
- Assignment Period: 40 (Fourty) working days (man days) over 31 August-31 October 2025.
- Duty Station: Based in Dhaka with frequent travel
Payment Schedule
- 10% upon submission of the Draft Survey Report.
- 45% upon submission of the Draft Feasibility Report.
- 45% upon approval of the Final Report.

Required Qualifications and Experience
- Master’s in Civil Engineering / Environmental Engineering / Urban Planning / Architecture / related field(s).
- Minimum 12-15 years of relevant experience in solid waste management planning, infrastructure design, or feasibility studies.
- Proven track record in preparing feasibility or project reports for waste management or similar urban infrastructure.
- Strong understanding of Bangladeshi municipal systems, regulations, and urban waste dynamics.
- Experience working with municipalities, donors, or development projects is preferred.
- Proficiency in Design and Engineering Software, Engineering Estimation Software/ Tools, GIS, MS Excel, and MS Word.
- Familiarity with local building codes, municipal regulations, and inclusive design standards.
- Familiarity with Bangladesh National Building Code (BNBC), solid waste sector acts and policies, municipal regulations/operations, and inclusive design standards.
- Experience in field surveys and community/stakeholder consultation is essential.
- Excellent analytical, writing, and communication skills in English; working knowledge of Bangla preferred.
