1. Background
Waste Concern is implementing the project “Integrated Urban Water Management at the Center of Municipal Public Services” to improve municipal water, sanitation, and public service infrastructure through integrated and sustainable approaches. Under the project, six public toilets will be developed in Munshiganj Municipality. Waste Concern intends to engage a qualified Civil Engineer to prepare structural designs, construction drawings, Bills of Quantities (BOQs), cost estimates, and technical specifications.
2. Objective
The objective is to prepare safe, practical, economical, and construction-ready structural designs and documentation for six public toilets, taking into account site conditions, functionality, accessibility, durability, climate resilience, and applicable Bangladesh standards.
3. Scope of Services
- Review available architectural concepts, surveys, site information, and relevant project documents for all six sites.
- Assess site dimensions, levels, existing structures, access, drainage, utilities, and other constraints relevant to design.
- Prepare structural designs and calculations for foundations, columns, beams, slabs, roofs and other structural components.
- Design stairs, ramps and accessibility-related structural elements and septic/containment structures where applicable.
- Consider applicable dead, live, wind and seismic loads and relevant site conditions in accordance with BNBC and accepted engineering practice.
- Prepare construction-ready structural drawings, including foundation plans, structural layouts, sections, reinforcement details, schedules and typical details.
- Prepare detailed quantity calculations, BOQs, and cost estimates using applicable PWD Schedule of Rates and/or prevailing local market rates.
- Prepare concise structural technical specifications covering materials, workmanship, testing, and quality requirements.
- Coordinate with the Waste Concern team, incorporate comments, and finalize all outputs.

5. Qualifications and Experience
- Bachelor’s degree in Civil Engineering from a recognized university; postgraduate qualification in Structural Engineering is an advantage.
- Minimum 7 years of relevant professional experience in civil/structural design and construction documentation.
- Demonstrated experience in reinforced concrete and foundation design, construction drawings, BOQs, and cost estimates.
- Proficiency in AutoCAD and relevant engineering/design software.
- Good knowledge of BNBC, applicable Bangladesh construction standards, and PWD Schedule of Rates.
- Experience in municipal infrastructure, public buildings, sanitation facilities or similar projects is desirable.
- Experience with development-partner-funded projects is an advantage.
6. Reporting, Duration and Payment
The Consultant will report to the Project Manager at Waste Concern and coordinate with the project team and Munshiganj Municipality. The assignment will run from August to October 2026 and total 60 person-days. Payment will be made upon satisfactory acceptance of deliverables. Applicable taxes and VAT will be handled in accordance with prevailing Government of Bangladesh requirements and the contract.
