Project Description

The position is available for the “Integrated Urban Water Management at the Centre of Municipal Public Services” project supported by an international development agency. The position is available for 40 (Forty) working days (man days) over the period of 31 August to 31 October 2025.

Short-term Consultant (Senior Environmental Engineer).

 

Background

Goalanda Municipality is a growing urban center with increasing demand for improved public health and sanitation infrastructure. The lack of accessible and hygienic public toilets poses a major challenge, particularly in busy areas such as markets, transportation hubs, and river ghats. This creates health hazards, disproportionately affects women, children, and people with disabilities, and undermines the municipality’s environmental and public health goals.

To address this, the municipality is planning to construct one or more public toilets in strategic locations. A feasibility study is required to determine the technical, social, financial, and environmental viability of these proposed facilities.

 

Objective of the Assignment

The main objective of this consultancy is to prepare a detailed feasibility study report for the construction and sustainable operation of public toilet(s) in Goalanda Municipality. The report will provide evidence-based recommendations for site selection, design, cost estimates, institutional arrangements, and operational models.

 

Job Responsibilities / Scope of Work

The Short-term Consultant is a temporary position to undertake rapid environmental and social assessment of the proposed site  and prepare a feasibility report for a public toilet in Goalanda Municipality, Rajbari District. The report will provide evidence-based recommendations for site selection, design, cost estimates, institutional arrangements, and operational models.

A. Situation Assessment

  • Review existing sanitation infrastructure and identify current gaps in public toilet access.
  • Conduct field visits to high-traffic areas (e.g., markets, bus stands, launch terminal) to assess demand and usage patterns.
  • Identify key user groups, including women, children, persons with disabilities, and informal workers.

 

B. Site Selection and Technical Review

  • Work with municipal officials to identify 2–3 potential sites.
  • Evaluate land availability, accessibility, space, water and sewerage connections, safety, and land tenure issues.
  • Recommend the most viable location(s) based on defined criteria.

 

C. Design and Technical Specifications

  • Propose appropriate design options, including gender-segregated facilities, disabled access, handwashing stations, and waste management systems.
  • Include options for sustainable water use, energy efficiency (e.g., solar power), and eco-toilets where feasible.

 

D. Financial and Operational Feasibility

  • Estimate capital and operational costs for construction and maintenance.
  • Assess revenue and cost recovery options (e.g., pay-per-use, advertisement, public-private partnership).
  • Recommend management models (e.g., municipality-managed, third-party operator, women’s groups, or community-based models).

 

E. Institutional, Social, and Environmental Analysis

  • Review relevant policies, building codes, and sanitation regulations.
  • Identify social and environmental risks and propose mitigation measures.
  • Assess community acceptance and conduct short consultations with stakeholders, including local businesses and users.

 

F. Feasibility Report Preparation

  • Compile findings and provide clear recommendations with justifications, risk analysis, and an implementation roadmap.
  • Compile a complete Feasibility Report comprising:
    • Executive summary
    • Justification and site context
    • Survey tools and results
    • Detailed design and layout drawings
    • Cost estimate and BoQ
    • Implementation plan with timeline
    • O&M recommendations
    • Environmental and Social Risk Assessment and mitigation measures

 

Deliverables

  • Draft Feasibility Report (including technical, financial, and institutional analysis)
  • Final Feasibility Report (incorporating feedback, with drawings, cost estimates, and O&M model).

 

Duration and Location

  • Assignment Duration: 40 (fORTY) working days (man days) between August 31 and October 31,  2025.
  • Location: Based in Dhaka with frequent travel

 

Payment Schedule

  • 10% upon signing of contract.
  • 45% upon submission of the Draft Feasibility Report.
  • 45% upon approval of the Final Report.

 

[Note: All costs incurred for the required topographical survey and data collection conducted or managed by the consultant will be reimbursed by the client upon submission of valid and itemized invoices.]

 

Required Qualifications and Experience

  • Master’s in Environmental Engineering / Civil Engineering / Urban Planning / Architecture / related field(s) (Master’s preferred).
  • At least 15 years of professional experience in WASH infrastructure planning, public toilet or sanitation system design, or urban infrastructure feasibility studies.
  • Proven track record in preparing feasibility reports and technical assessments for local government or development agencies.
  • Experience working with municipalities, donors, or development projects is preferred.
  • Proficiency in Design and Engineering Software, Engineering Estimation Software/Tools, GIS, MS Excel, and MS Word.
  • Familiarity with local building codes, municipal regulations, and inclusive design standards.
  • Familiarity with Bangladesh National Building Code (BNBC), WASH sector policies, municipal regulations/operations, and inclusive design standards.
  • Experience in field surveys and community/stakeholder consultation is essential.
  • Excellent analytical, writing, and communication skills in English; working knowledge of Bangla preferred.
