Description of work:
The duties and responsibilities performed are as follows:
i)Identify demographic and socio-economic changes of Jessore since the design of the facility, and its consequence on the rate, amount, and composition of solid waste generation in Jessore and other pourashavas that being served by the facility; ii) Document the current institutional arrangement, business model and functional status including service coverage of the facility; iii) Review performance of the facility by taking account multiple factors (technical, legal, institutional, financial, economic, environment, and socio-economic) and identify additional support in awareness-raising activities for source segregation, small physical investments to improve functionality of the facility; iv) Assess the capacity building gaps in facility operation; v) Evaluate if there are bottle necks that have constrained the optimal operation of the built facility and provide recommendation on how to address identified gaps to make sure the operation of the facility could achieve sustainable waste service chain and demonstrate as model to replicate to other municipalities; vi) Identify lessons related design considerations, construction of facility, business model, operation and maintenance, local capacity, and inter-agency coordination and vi) Recommend implementation model of most suitable option for solid waste recycling/treatment/disposal for coastal towns of Bangladesh.
