1. Background

West Concern Consultants (WCC) plans to conduct a detailed Topographical Survey to support future urban planning, infrastructure development and utility management in 50 low-income communities in five selected wards in the Chittagong City Corporation area. The survey work will identify locations for the installation of DEWATS/CIST and the installation of shared toilets and toilet renovation. This TOR outlines the scope, methodology, deliverables and responsibilities associated with this assignment.

2. Objectives

The key objective of this assignment is to:

• Conduct detailed topographical surveys in approximately 50 LIC spots spread across 5 selected wards of CCC.
• Generate high-resolution maps and datasets capturing topographic features, elevation, existing infrastructure, and physical constraints for sanitation system development planning of designated spots.

3. Scope of Work

The topographical surveys shall cover the following five wards:

1. Ward no. 01 (South Pahartali)
2. Ward no. 10 (North Kattali)
3. Ward no. 14 (Lalkhan Bazar)
4. Ward no. 20 (Dewan Bazar)
5. Ward no. 29 (West Madarbari)

The scope includes:

• Ground elevation (spot levels and contours)
• Road alignments and widths
• Buildings, boundary walls, and other structures
• Utility features (Toilet location, manholes, Septic tank, Tube well, water lines, drainages lines)
• Natural features (pond, river, canals, trees)
• Existing land use and plot boundaries

 4. Methodology

The selected survey firm shall use:

• Total Station and GNSS equipment
• GIS mapping tools

Data must be geo-referenced (geographic WGS-1984) using the Bangladesh Transverse Mercator (MTB) coordinate system.

5. Eligibility Criteria:

The party willing to submit a quotation will have to fulfill the following eligibility criteria concerning legal, technical, and financial aspects:

• Satisfactory completion of the similar nature of Topographical and Physical Feature Survey using Total Station or more sophisticated instrument, ArcGIS and AutoCAD, including preparation of Survey Report and generation of relevant maps under at least 2 single contracts.
• The required average annual turnover shall be greater than Tk 10.00 lakhs (Tk. Ten lakhs only) over the last 5 (Five) years.
• The minimum amount of liquid assets or working capital or credit facilities of the Tenderer shall be a minimum of Tk. 15.00 lac (Tk. Fifteen lakhs only).
• Documents regarding annual turnover must be submitted in the form of a year-wise payment certificate from the respective PEs or from the Income Tax office.
• Having necessary documents: (a) Name of Owner/Proprietor/CEO/ED/Head of Organization (anyone) (b) NID of Owner/Proprietor/CEO/ ED/ Head of Organization (c) Valid Trade Licence No. (d) Tax Identification Number (TIN) (e) VAT Registration Number, and (f) Address of Business Center.

6. Deliverables

The selected survey firm must provide:

1. Pin point locations of the planned DWATS/CIST, shared toilets and community toilets, and the toilets to be renovated.
2. Topographic maps (Scale 1:500).

• CAD, Google earth and GIS-compatible files (DWG, DXF, K SHP formats).

1. DEM/DTM and contour maps (interval: 0.5m).
2. Hardcopy maps (A2 or more than A2 size).
3. Survey reports including methodology, limitations and metadata

• All raw survey data and photographs.

7. Timeline

• Data of submission of proposal: one week from date of publication.
• Duration of the assignment: 15 (fifteen) working days from the date of signing the service contact.
